Russia declares state of emergency in nuclear town as wildfires blaze

Russian authorities have declared a state of emergency in Ozersk, home to major nuclear reprocessing plant, due to wildfires burning around the town.

“A state of emergency has been introduced in forests and parks on the territory of the Ozersk city district due to a complicated fire hazard situation,” said a statement posted on the district’s website.

Ozersk, in the Urals region of Russia, is the latest strategic site to be threatened by wildfires which have already badly damaged military depots and threatened other atomic facilities.

Ozersk’s Mayak plant can process 400 tonnes of waste a year. It was the scene of one of the former Soviet Union’s major nuclear disasters in 1957 when a liquid waste accident affected some 260,000 people and forced the evacuation of several towns.

Double suicide bombings kill 37 on Moscow subway

MOSCOW – Two female suicide bombers blew themselves up on Moscow’s subway system as it was jam-packed with rush-hour passengers Monday, killing at least 37 people and wounding 102, officials said.

The head of Russia’s main security agency said preliminary investigation places the blame on rebels from the restive Caucasus region that includes Chechnya, where separatists have fought Russian forces since the mid-1990s.

The first explosion took place just before 8 a.m. at the Lubyanka station in central Moscow. The station is underneath the building that houses the main offices of the Federal Security Service, or FSB, the KGB’s main successor agency.

A second explosion hit the Park Kultury station about 45 minutes later.

Russia ‘very alarmed’ by Iran nuclear report

Iran was driven deeper into international isolation yesterday after Russia said it was “very alarmed” by a leaked UN report which directly accused the country of building a nuclear weapon for the first time.

Sergei Lavrov, the Russian foreign minister, said Moscow had lost patience with the regime after UN weapons inspectors declared for the first time on Thursday that it was seeking to “weaponise” its nuclear stocks.

“We are very alarmed and we cannot accept this, that Iran is refusing to co-operate with the IAEA,” Mr Lavrov said. “Some questions remain on the table and Iran has so far not reacted to them but they are rather serious and we need to understand how several documents concerning military nuclear technology found their way to Iran.

“Clear explanations are needed.”

The strong denunciation was a departure for Russia, which has been a brake on efforts to censure Iran until recently.

Russia may send spacecraft to knock away asteroid

MOSCOW – Russia is considering sending a spacecraft to a large asteroid to knock it off its path and prevent a possible collision with Earth, the head of the country’s space agency said Wednesday.

Anatoly Perminov said the space agency will hold a meeting soon to assess a mission to Apophis, telling Golos Rossii radio that it would invite NASA, the European Space Agency, the Chinese space agency and others to join the project once it is finalized.

When the 270-meter (885-foot) asteroid was first discovered in 2004, astronomers estimated the chances of it smashing into Earth in its first flyby in 2029 were as high as 1-in-37, but have since lowered their estimate.

War Games, 2-day Deadline, and the WebBot October 25th Crisis

Juniper-Cobra US-Israel Joint ExcerciseWith a joint US-Israel military exercise starting yesterday, Iran given a 2-day deadline to accept a uranium enrichment deal, and the WebBot project predicting a crisis starting on October 25th…it is looking like the WebBot project may have hit the nail on the head. We shall see.

Iran has until Friday to accept a deal that specifies 75% of their enriched uranium would be shipped out of the country to Russia, and then off to France to be produced into fuel rods for Iran’s research nuclear reactor.

Somehow, I just cannot see Iran allowing their uranium to be shipped abroad with the ‘promise’ that it will be returned to them.

Pigs still can’t fly, but this winter, the mayor of Moscow promises to keep it from snowing. For just a few million dollars, the mayor’s office will hire the Russian Air Force to spray a fine chemical mist over the clouds before they reach the capital, forcing them to dump their snow outside the city. Authorities say this will be a boon for Moscow, which is typically covered with a blanket of snow from November to March. Road crews won’t need to constantly clear the streets, and traffic – and quality of life – will undoubtedly improve.

The idea came from Mayor Yury Luzhkov, who is no stranger to playing God. In 2002, he spearheaded a project to reverse the flow of the vast River Ob through Siberia to help irrigate the country’s parched Central Asian neighbors. Although that idea hasn’t exactly turned out as planned – scientists have said it’s not feasible – this time, Luzhkov says, there’s no way he can fail.

JERUSALEM – Benjamin Netanyahu dropped out of sight for most of a day this week, a mysterious absence that has set off feverish speculation about what the Israeli leader was up to — and accusations he lied to cover up a clandestine trip to Moscow.

After initially issuing a vague statement about visiting a top-secret Mossad installation inside Israel, Netanyahu kept silent Thursday as reports emerged that he flew to Moscow aboard a private jet for urgent talks on Iran.

According to various accounts, the Israeli prime minister was either pushing the Russians to halt arms sales to Iran, or warning of an impending strike against Iranian nuclear facilities or discussing the recent disappearance of a Russian-crewed freighter.

Federal Web sites knocked out by cyber attack

WASHINGTON – A widespread and unusually resilient computer attack that began July 4 knocked out the Web sites of several government agencies, including some that are responsible for fighting cyber crime, The Associated Press has learned.

The Treasury Department, Secret Service, Federal Trade Commission and Transportation Department Web sites were all down at varying points over the holiday weekend and into this week, according to officials inside and outside the government. Some of the sites were still experiencing problems Tuesday evening. Cyber attacks on South Korea government and private sites also may be linked, officials there said.

U.S. officials refused to publicly discuss details of the cyber attack. But Amy Kudwa, spokeswoman for the Homeland Security Department, said the agency’s U.S. Computer Emergency Readiness Team issued a notice to federal departments and other partner organizations about the problems and “advised them of steps to take to help mitigate against such attacks.”

AKHMAJI, Georgia – At a military checkpoint between Georgia and its breakaway region of South Ossetia, the word “Russia” is hand-painted in pink on a concrete security barrier.

“It will be Russia,” said a Russian army lieutenant as the Ossetian soldiers under his command nodded.

“And Georgia used to be Russian, too,” said the young freckle-faced lieutenant, who would give only his first name, Sergei. Three armored personnel carriers and a tank were dug in around the checkpoint.

Cyberspies penetrate electrical grid: report

WASHINGTON (Reuters) – Cyberspies have penetrated the U.S. electrical grid and left behind software programs that could be used to disrupt the system, the Wall Street Journal reported on Wednesday.

The spies came from China, Russia and other countries, and were believed to be on a mission to navigate the U.S. electrical system and its controls, the newspaper said, citing current and former U.S. national security officials.

The intruders have not sought to damage the power grid or other key infrastructure but officials said they could try during a crisis or war, the paper said in a report on its website.

Russian planes again fly over U.S. Navy ships

WASHINGTON (CNN) — Russian military aircraft flew just 500 feet over two U.S. Navy ships this week as the ships participated in a joint military exercise with South Korea in the Sea of Japan, according to U.S. military officials.

On Monday, two Russian Ilyushin IL-38 maritime patrol aircraft, known as “Mays,” overflew the U.S. aircraft carrier Stennis while it was in international waters in the Sea of Japan.

The Russian aircraft flew about 500 feet over the ship, lower than other flights the Russians have made over U.S. ships in the past year.

Medvedev orders large-scale Russian rearmament

MOSCOW (AFP) – President Dmitry Medvedev on Tuesday announced a “large-scale” rearmament and renewal of Russia’s nuclear arsenal, accusing NATO of pushing ahead with expansion near Russian borders.

Meeting defence chiefs in Moscow, Medvedev said he was determined to implement reforms to streamline Russia’s bloated military and stressed Moscow continued to face several security threats needing robust defense capacity.

“From 2011, a large-scale rearmament of the army and navy will begin,” Medvedev said.

Russia will sell missiles to Syria

Russian President Vladimir Putin suggested Friday that a planned sale of missiles to Syria will go on as planned, despite objections by Israel and the United States.

Putin, in an interview with Israel’s Channel Ten television, said that the sale of SA-18 surface-to-air missiles would not in any way change the balance of powers in the Middle East.

“We understand the importance of the balance and are committed to keeping it, but the weapons at stake will not change this balance,” Putin said.

Responding to Israeli fears, Putin asserted that the missiles will not find their way to terrorists.

“We have the ability to know exactly where these missiles are located,” Putin said, and added that the missiles are mounted on vehicles, and cannot operate if they are detached from them.

Russian officials denied earlier this month that Moscow was discussing missile sales to Syria, but Israeli leaders had feared the contract would be signed during a visit by Syrian President Bashar Assad to Moscow earlier this week.

A senior Israeli official said at the start of the week that American pressure had prompted Russia to reconsider plans to sell the missiles to Syria, and that Putin promised Prime Minister Ariel Sharon last week to resume discussions between Israel and Russia about the missile deal after Assad’s visit.

U.S. demands Russia cancel proposed missile sale to Syria

The United States is demanding Russia cancel its proposed sale of missiles to Syria, warning that it will consider imposing sanctions against Moscow should the deal go ahead, Israel Radio reported Wednesday.

A State Department spokesperson made the administration’s stance public a short time before Secretary of State Colin Powell met with Russia’s foreign minister, Sergei Lavrov.

State Department spokesman Richard Boucher said that the administration is opposed to weapons sales to Damascus, and that its position was well known to Moscow.

Russia’s Deputy Foreign Minister Alexander Saltanov visited Israel on Wednesday and discussed with government officials a recent crisis between Moscow and Jerusalem over reported Russian plans to sell Syria missiles capable of striking targets within Israel.
